A pre-shipment inspection in China is the verification of goods at origin, before they are loaded into the container and shipped. Its purpose is simple and decisive: to confirm that what the supplier is about to ship matches what was agreed. Quantity, specification, function, packing and marking are checked against the order and approved sample, while cargo is still in China and the supplier has not collected the balance. It is the point in the chain where a problem can still be corrected without international return cost.

Without a pre-shipment inspection, the importer discovers defects once goods have reached destination, after paying 100% and absorbing freight. Claiming then against a supplier thousands of kilometres away, in another language, rarely ends well. The inspection moves that control to the moment and place where there is still room to manoeuvre.

Why timing matters

The inspection is scheduled before final payment. If goods don't comply, the importer keeps the leverage of the pending balance to demand correction.

What a pre-shipment inspection verifies

An inspection is not a superficial glance: it follows a protocol covering the dimensions where problems usually appear.

Before shipment you usually detect

Deviations no photo reveals: short quantity to fill the container, substitution of a material for a cheaper one, or marking that fails import labelling. In practice, the timing of the inspection matters as much as the inspection itself: with the balance still pending, the supplier fixes it; once paid, rarely.

  • Quantity: the number of units produced matches the order and what will be invoiced.
  • Specification: material, dimensions, colour and finish match the approved sample.
  • Function: for functional products, samples are tested to confirm they operate correctly.
  • Packing and marking: packaging protects cargo for transit and labelling meets import requirements.
  • Mixing and defects: defective, missing or substituted units against what was agreed are detected.

Inspection types and AQL sampling

Inspections are scheduled at different production moments according to risk and product type.

During-production and final inspection

During-production inspection (DUPRO) is done with part of the order made, to catch deviations early. Final inspection (PSI) happens when production is complete and packed, just before shipment. The final one is the most common for an importer who only wants a check before paying.

AQL sampling

Most inspections use the AQL (Acceptable Quality Limit) standard, defining how many units of a lot are reviewed and how many defects are tolerated before rejecting it. AQL avoids reviewing 100% of a large order: a representative statistical sample allows accepting or rejecting the lot on an objective, pre-agreed criterion.

When a pre-shipment inspection makes sense

Not every order requires one, but there are scenarios where its absence is a hard-to-justify risk.

  • First operation with a new supplier, with no compliance track record.
  • High-volume or high-value orders, where a widespread defect means a significant loss.
  • Functional or safety-critical products, where a fault is not visible at a glance.
  • Operations with several consolidated suppliers, where each lot should be verified before joining them.
